SUMMARY OF THE MAJOR CONCLUSIONS

1. The implementation of social justice towards human development in Vietnam at present is defined as specific actions carried out by the whole political system, social forces and organisations and Vietnamese people in line with their function, position and role in order to make social justice contents realistic in the social life, mainly in the economic, social, cultural and political areas. Thence, it is vital to ensure economic conditions, create opportunities and conditions, and generate a stable socio-political environment for the development of human beings, satisfying the increased demands of the development of a modem society.
2. After 30 years of Doi Moi (renewal) and under the leadership of the Party and State of Vietnam, social justice has been implemented relatively well in all fields of social life: economics, culture, education and healthcare, among others, which help better social stability and economic development, contributing to improving living standards of local people and creating conditions and opportunities for human development. Nevertheless, the implementation of social justice in Vietnam still demonstrates certain shortcomings which hinder human development, of which main reasons are determined as follows: l) Side effects of the socialist-oriented market economy; 2) Lack of synchrony between economic policies and social policies, together with weaknesses in the implementation of policies; 3) Limits in the leadership capability of Party and State management; 4) Limited awareness of local people of social justice.
3. Fundamental solutions to bring into full play the role of the implementation of social justice with human development in Vietnam at present: l) To continue completing and developing the socialist-oriented market economy to better the implementation of social justice and human development; 2) To complete and fully implement economic and social policies to ensure the implementation of social justice towards human development; 3) To enhance the role of the political system in the implementation of social justice and human development; 4) To raise the awareness of local people of implementing social justice for human development.
