SUMMARY OF THE MAJOR CONCLUSIONS

1. The new perceptions on socialism is the perception of communist parties about the nature, characteristics, pathways and measures to build socialism, formed in the reform and renewal process. These are the correct perceptions, consistent with reality; having the addition, development of the scientific and revolution principles of Marxism-Leninism on socialism and the pathway to socialism; showing a difference with the perception of communist parties in the period prior to reform and innovation.
2. The new perception on socialism in the world today is the dialectical unity between universality and specificity. The universality is the general rules that the communist parties perceive and manipulate on: The role of ruling party in the new conditions; the building of a socialist rule-of-law state; the democratization of social life; the development of productive forces; the building of new production relations; the development of a market economy under state management; the building of new cultures and new people, etc. The specificity reflects the peculiarity, the specific features of the reality in each country on the basis of creative application of the general rules regarding the process of building socialism. 
3. Studying the universality and specificity of the new perception on socialism in the world today has profound theoretical and practical implications for the cause of building socialism in the world and in Vietnam. From that point, we can draw lessons about the need to combine harmoniosly between the popularity and the specificity to ensure the orientation and development path, in order to successfully build socialism.
