Conference to review and evaluate outcome of training courses for potential high-ranking officials

Attendees of the event included former Prime Minister cum former Member of the Party Central Committee Vu Khoan, leaders and former leaders of ministries and central commissions, current and former Academy’s deputy presidents, members of the Standing Committee of the Communist Party and leaders of departments at the Academy, and potential high-ranking officials of six training courses.

Implementing the directives of the Politburo and the Secretariat of the Central Committee Party, between 2013 and 2015, the Ho Chi Minh National Academy of Politics cooperated with the Central Organization Committee to hold training courses for potential high-ranking officials to prepare human resources for all-level Party committee congresses and the 12th National Party Congress. From March 27, 2013 to July 2, 2015, the Ho Chi Minh National Academy of Politics organized six training courses for 511 potential high-ranking officials, consisting of 447 males (84,47%) and 64 females (12,53%). Out of 511, 280 officials were from ministries and central commissions and 231 officials were from city and provincial departments.

Participants of the courses were key officials and targeted strategic key officials for departments at central, city and provincial levels nationwide. They included substitute members of the Party Central Committee and officials expected to be members of the 12th Party Central Committee and to be key leaders of ministries, central commissions, provinces and municipalities in the period of 2015-2020.

The courses always received the attention, direction, and encouragement of the Politburo, the Secretariat of the Party Central Committee and the Course Steering Committee. The study program consisted of six modules, including five essential modules and one additional module. Students were trained and updated with new research results in Marxist-Leninist theories, Ho Chi Minh’s ideology, current world situation; guidelines of the Party, policies and laws of the Government in defending the socialist Fatherland and promoting socio-economic development strategies in the period of 2011-2020. The course also provided basic and modern knowledge on leadership, which contributed to political awareness, vision and strategic thinking for high-ranking officials of the Party and the Government in the context of accelerating industrialization, modernization, and international integration.

Through the evaluation and analysis of urgent issues, research findings and economic models in some learning modules and observation from study tour and field trip to local provinces and foreign countries, the students enriched their practical knowledge, sharpened their research capacity, enhanced their ability to plan and implement policies. Also, they have the chances to improve their skills of inspecting, monitoring and evaluating the effectiveness of management decisions, and skills of gathering, analyzing and processing information and forecasting situation.

The results of the courses were remarkable. Statistics showed that 100% of students in cities and provinces were elected to be in the city and provincial Party Executive Committee and 45 out of 61 were elected to be Party Secretary of cities and provinces. Specially, 114 out of 511 students became members of the 12th Party Central Committee, including 94 official members and 20 substitute ones.

Speaking at the conference, Politburo member Pham Minh Chinh, Secretary of the Party Central Committee and Head of the Central Organization Commission affirmed that aforementioned results showed the organization of training courses for potential high-ranking officials were an important activity with immediate meaning and long-term strategy on the work of cadres. It contributed to improving leadership ability and fighting efficiency of the Party in order to successfully fulfil the political tasks in the new context.

For the training courses of potential high-ranking officials for the 13th National Party Congress and other upcoming courses to achieve the goals, Politburo member Pham Minh Chinh suggested that it is important to promote the existing strengths and outcomes and draw the experiences for the management. There should be a close cooperation among relevant units and authorities in the organization and preparation for the study program, facilities in classes that would help to develop the curriculum and contents practically and effectively as required for training high-ranking officials.

The curriculum needed to stick to the content in the Document and Resolution of the 12th National Party Congress, the conclusions in plenums of the 12th National Party Congress. It also needed to go deeper into the core values of Marxism, Leninism and Ho Chi Minh’s ideology associated with the movement of objective reality. Organizers of the courses were asked to pay attention to improve the practical content of the curriculum; conduct research to update new knowledge, situations, issues arisen in the process of leading the country and provinces; solutions for these issues for the benefits of the students. After the courses ended, it was essential to evaluate students in all aspects including learning, training, and enthusiastic participation in activities. A serious assessment could help to select people, who had strategic thinking, vision, and leadership skills to report to the Politburo and the Secretariat.

 Delegates, scientists, managers, senior lecturers, and students of training courses for potential high-ranking officials for the 12th National Party Congress made many comments in the conference, which affirmed the success and necessities of these training courses.
